This is the Phase 1 core loop, standing on its own before it gets wired into the rest of the app: seal a card, register it, let anyone verify it.

• Seal & Register — photograph a card's condition, generate its serial, save the record.
• Verify — look up a serial and see what was registered, and mark it verified.

Blockchain minting is stubbed for now (every case saves with chain_status: stub) — see Section 19 of the master document for why that's the deliberate starting point.
